Proposed Amendment to the California Public Resources Code
The Director of the Department of Forestry shall appoint an advisory committee to assist the department in the planning of future management of the forest. The advisory committee shall include representatives of the Mendocino County Board of Supervisors, the Fort Bragg City Council, the Department of Parks and Recreation, the Mendocino Woodlands, the Mendocino Coast Chamber of Commerce, the Mendocino Coast Recreation and Park District, the timber industry, the fishing industry, homeowners bordering on the forest, an environmental organization, and the Department of Fish and Game.
The department, in coordination with the advisory committee, shall adopt by January 1, 2001, a management plan for the state forest which provides for the optimum long-range use and enjoyment of the living forest, as well as the protection of its quality, ecology, and watersheds. The management plan shall be approved by the advisory committee prior to adoption by the department. The management plan will be revised every five years.

To provide for management of the forest in the interim until the management plan is adopted, the department in coordination with the advisory committee shall, within six months of this section of the PRC becoming law, adopt an interim management plan. The interim management plan shall be approved by the advisory committee prior to adoption by the department. The interim management plan shall preserve long-range values within the forest that the advisory committee considers likely to be preserved in the management plan adopted pursuant to Section 2.0. No new timber harvest plans within the forest shall be approved until the interim management plan is adopted. The interim management plan shall be revised yearly until adoption of the management plan according to Section 2.0.
