The initial explorations led to the formation in 2000 of
the Campaign to Restore Jackson State Redwood Forest. The Campaign initiated a
series of lawsuits that halted logging and caused the state to create a new
Environmental Impact Report and write a new management plan. The new plan set up
a broad-based Jackson Forest Advisory Group and charged it with developing a
long-term management plan for the forest. The group developed consensus
recommendations that it delivered to the Board of Forestry and Cal Fire in
